Port Secures $500K for Industrial Development and Sustainability

The Port of Pasco has secured $500,000 in funding from the Washington State Legislature to support two projects that will advance sustainable manufacturing and industrial development in Pasco and Franklin County. The investments will fund market analysis for a proposed Industrial Symbiosis Park and a comprehensive engineering master plan for additional development at the Reimann Industrial Center. Together, the projects aim to strengthen the region’s manufacturing and logistics sectors while positioning the community for long-term economic growth.
The Port recently acquired an additional 320 acres to expand the Reimann Industrial Center. The first legislative award provides $250,000 to support the development of a comprehensive engineering master plan for this area. The Port will provide a $62,5000 match for the project.
Reimann Industrial Center is Washington’s first BNSF-certified rail site and offers direct access to the national freight networks. Demand for industrial land at the site has remained strong following recent developments with Darigold and Cold Summit Development, making planning for future growth a priority.
The engineering master plan will guide infrastructure, utilities, and development readiness for the remaining acreage, ensuring the site is prepared to support future food processing, manufacturing, and logistics investment.
The funding request was supported by Sen. Perry Dozier, 6th Legislative District; Rep. Mark Klicker, 16th Legislative District; and Sen. Mark Schoesler, 9th Legislative District.
The second award provides $250,000 through Washington’s Climate Commitment Act to support a market analysis for a proposed Industrial Symbiosis Park, with a $62,500 match from the Port of Pasco. The concept explores the development of a specialized industrial park where manufacturers reuse energy, materials, and byproducts to lower operating costs while reducing waste and emissions.
The study will include a national assessment of manufacturers planning expansions who might be interested in locating in a Pacific Northwest industrial park focused on green energy and waste-to-energy technology. It will also identify waste-to-energy technologies, including thermal heat and energy reuse models currently deployed across the United States, and compile an inventory of bio-based feedstocks available throughout southeastern Washington and northeastern Oregon.
The funding request received support from Sen. Matt Boehnke, 8th Legislative District; Rep. Stephanie Barnard, 8th Legislative District; and Rep. April Connors, 8th Legislative District.
The project’s goal is to position Washington as a North American leader in efficient, climate-smart industrial development while supporting sustainable manufacturing and reducing environmental impacts.
“These investments help us plan responsibly for the future of industrial development in Pasco and Franklin County,” said Adam Lincoln, executive director of the Port of Pasco. “By studying new models for sustainable manufacturing and preparing additional land for development at Reimann, we’re creating opportunities for companies to grow here while strengthening the regional economy.”
